Actuarial Seminar: Prof. Friedrich Pukelsheim (University of Augsburg, Germany)

Abstract: Recently several Cantons have adopted a double proportional representation system for the election of their cantonal parliament.  The speaker played a key role in the world première of the novel system in Zurich in 2006.  The lecture explains how this changeover came about, and which properties distinguish double proportionality in general.
