Postcolonial states approached decolonization not merely as political independence, but also the remaking of economic production and exchange. This historical ethnography examines how early efforts to govern value in Uganda stumbled by the 1970s, leading to a criminalization of economic life. How, I ask, did citizenship transform as fraud and hoarding, smuggling and sabotage came to dominate the provisioning of basic needs?
