The Topic

Technological innovations such as chatbots or the development of electronic identification (eID) tools are singular means for States to modernise their organisations, improve their activities and facilitate their relationships with their citizens and companies. In this context, artificial intelligence (AI) seems to be the last layer of a technological transformation that began in the 1990s. Nevertheless, the roll-out and use of these technologies, especially AI systems, raise many ethical, legal and political issues. The public administration’s digital transformation must also respect the law. In this context, this course aims to investigate legal issues related to the digital transformation of public administrations.

Objectives

This course has the following objectives: understanding the ethical, legal and social ramifications of rolling out and using information technologies; understanding the legal rules and principles that frame the roll-out of information technologies within the framework of public administrations; learning the different regulatory techniques used to accompany the roll-out of these technologies; and positioning AI and the digital transformation in the history of contemporary public administration.

Target audience

This course is aimed at individuals who:

  • work in the public sector (in administrative units, political authorities and other organisations responsible for providing public services);
  • are interested in the legal, political and social issues framing the digital transformation of public services and are working for relevant public authorities.
