In the last few decades, digitalisation has spread into an increasing number of domains, touching both our daily leisure and professional activities. Public administrations have a duty to meet the new needs emanating from large portions of the populace. This is not always easy, however. Indeed, the digital transition often implies adapting not only the public services provided but also the processes behind them, which frequently involves administrative reorganisation and imagining new ways of communicating and interacting with citizens.

Technology is not the only factor that should be considered—there are also economic and cultural factors. This being the case, how can we determine quickly enough whether projects in this domain provide citizens with the benefits they expect and are worth the frequently considerable investments they require?

During the four days of this seminar, Professor Tobias Mettler, head of IDHEAP's Information Management unit, and Benedikt Schlegel, an evaluation expert at the Swiss Federal Audit Office, will help you gain a basic understanding of the 'Digital Transition' and discuss this subject with your peers.

This seminar for specialists and executives can be combined with two other seminars taught jointly by IDHEAP and the Swiss Federal Audit Office to lead to the award of a Certificate of Advanced Studies (CAS) in Public Sector Audit and Oversight from the University of Lausanne.

 

Objectives

  • Understand what is meant by digital transition and what differentiates it from other concepts regarding digitalisation, innovation, etc.;
  • Acquire a deep knowledge of the different approaches and methods that can be used to evaluate digital transition projects;
  • Be capable of practically and successfully applying the methodological knowledge acquired in the seminar;
  • Establish new contacts among colleagues working in similar domains but in other organisations.
     

Target audience

This seminar is aimed at anyone working at the policy or administrative levels who:

  • Is responsible, either as an executive, a manager or a specialist, for digital transition projects at the strategic or operational levels;
  • Wants to acquire a better understanding of digital transition projects in public administration settings and have the appropriate questions at hand with which to evaluate them.
