Literature review on energy sufficiency

This document is the result of an inventory and cross-analysis of various bibliographical sources dealing with energy sobriety from the angle of its raison d'être (why sobriety is essential), its definition (how to grasp this notion) and its conditions of implementation at the territorial level (what avenues for introducing sobriety into energy policies). This work should by no means be considered exhaustive. Its primary aim is to bring together a body of knowledge and arguments that will be useful in developing an energy efficiency policy for the canton of Vaud.
